Entitlement to an initial rating in excess of 50 percent for a psychiatric disability is remanded. Entitlement to a temporary total rating because of hospital treatment in excess of 21 days for a service-connected disability is remanded. Entitlement to a total disability rating based on individual unemployability due to service-connected disabilities (TDIU) is remanded. REASONS FOR REMAND 1. Entitlement to service connection for a low back disability is remanded. 2. Entitlement to a higher initial rating in excess of 50 percent a psychiatric disability is remanded. 3. Entitlement to a temporary total rating because of hospital treatment in excess of 21 days for a service-connected disability is remanded. 4. Entitlement to a total disability rating based on individual unemployability due to service-connected disabilities (TDIU) is remanded. In a June 28, 2018, VA treatment record, titled a Non-VA Care Emergency Service note, a VA worker indicating scanning a document into the Veteran's VA medical records. The examiner indicated that the scanned document could be viewed by authorized individuals on the VA Medical Center electronic records system. The Board does not have access to the VA Medical Center electronic records system. As the scanned document could be potentially relevant to the Veteran's claims, a remand is necessary to obtain a copy of it and all other outstanding VA records. The matters are REMANDED for the following action: Obtain the Veteran’s VA treatment records from October 20, 2017, to the Present. In obtaining those records, ensure that that the document scanned into the VA Medical Center system on June 28, 2018, and any similarly scanned documents, are obtained in a form that may be reviewed by the Board.
